Lithuania was awarded 57 points out a possible 100 and ranked 43rd out of 177 countries in the 2013 Corruption Perceptions Index (CPI) study by Transparency International (TI). In 2012, Lithuania received 54 points and occupied the 48th place out of 176 states. Denmark and New Zealand led the CPI study in 2013 (with 91 points), while Afghanistan, North Korea and Somalia trailed in last place (8 points). Estonia was awarded a CPI score of 68 points (28th place); the score was 60 in Poland (38th place), 53 in Latvia (49th place), 29 in Belarus (123rd place) and 28 in Russia (127th place).

The TI CPI is one of the most well-known corruption perception indicators in the world, showing how various states fare in dealing with corruption. The existing situation is evaluated with a concrete number on a hundred point scale, where a 0 indicates a country that is absolutely corrupt while a 100 represents a thoroughly transparent state. The extent of corruption in the public and political sectors is evaluated by experts in various disciplines along business leaders.

“Even though experts considered the conditions for foreign businesses to invest in Lithuania transparently to be more favourable this year than the year before, we have not made any progress with respect to Western Europe and the European Union, remaining in 20th place. Once again, Lithuania was judged quite poorly with respect to corruption in the public sector”, says Sergejus Muravjovas, the executive director of Transparency International Lithuanian Chapter.

Eight sources were used to determine the CPI of Lithuania in 2013: 1. Bertelsmann Foundation Transformation Index 2014; 2.
